When this product is the right tool
Use Web Research when the caller has a question or topic but does not already know the best source URLs. The service can search the live web, identify candidate sources, and safely extract usable evidence for downstream synthesis. That makes it useful for current-event context, product research, competitive checks, evidence gathering, and agent workflows where provenance matters.
Choose a cheaper primitive when possible
If the exact source URL is already known, use Agent Web Access instead of paying for search plus extraction. If the task is only to assess whether a provider itself is trustworthy, use Provider Trust. SML exposes these narrower primitives so an agent can minimize both cost and unnecessary tool work.
Evidence and failure semantics
The paid path is intended to return source-backed research evidence from real retrieval. Upstream search or extraction failure is not silently replaced with invented citations. Agents should inspect the free readiness contract before payment, and downstream systems should retain source URLs alongside extracted evidence so claims can be traced back to their origin.

The live contract reports current readiness and payment terms before an agent should authorize a paid call. A 402 challenge is an authorization request, not settlement proof.

Web Research does not promise exhaustive internet coverage, does not guarantee every source is correct, and does not turn search rank into factual certainty. It provides retrievable evidence so the caller can compare, cite, verify, or reject sources using its own policy.
