Handshake lifecycle

1. Agent queries /beacon/query with intent + max price
2. BEACON returns top verified endpoints + reputation
3. Agent calls route with X-x402-Bid (optional)
4. Endpoint returns HTTP 402 (+ negotiate headers)
5. Agent settles micro-payment (Base USDC / RH USDG / Sol / XRPL)
6. Agent POSTs signed quality receipt to /beacon/attest
