Buyer flow:
1. Give SML Agent Web Access one public HTTPS URL.
2. Call the stable Clean Web Reader endpoint without payment.
3. Resolve the live HTTP 402 requirement immediately before authorizing payment.
4. Sign the current x402 authorization and retry with PAYMENT-SIGNATURE.
5. On successful settlement and accepted extraction, receive LLM-ready Markdown.
